From 1984 to 2013, when he retired, he was the Director of Pediatric Neurosurgery at Johns Hopkins Hospital. He’s performed “the only successful separation of conjoined twins joined at the back of the head,” pioneered “the first successful neurosurgical procedure on a fetus inside the womb,” and performed “the first completely successful separation of type-2 vertical craniopagus twins.” He was the youngest chief of pediatric neurosurgery in the country.
He’s been widely criticized for his lack of experience in his position, with housing advocates claiming he was “one the most hostile critics of HUD's role in enforcing anti-discrimination laws.” And under a federal budget proposed by the president in 2017, in which HUD’s budget for 2018 would be cut by $6.2 billion, he supported the cuts.
