Well, it's a little more complicated than the "Get off my lawn!" geezer cry that has become synonymous with an older person not being able to deal with younger people or ideas. People who dwell have a tendency to dismiss things that don't ring as true as the things of the past do to them.
They tend to stick to memories, and always go with what once worked for them over any kind of inventive new approach.
People who dwell on past actions and events are usually somewhat stuck; they have made an unconscious choice to prefer a past existence to a present one, and they've created a bit of a reputation that way. To be known as someone who dwells on the past is a point of pride. And to give into the ways of today is "selling out." There are no gray areas. There's only the better past or the awful present.

1. ARIES (March 21 - April 19)
Our friendly neighborhood ram has found certain things to work for them, and those things were usually forged in the past. They like to trust things and people as do we all, but in the case of Aries, when trust is hard to find, they rely on what they know to be trustworthy, and most of the time, those wily ways are tied to memories of the past — a time where things worked for the Aries in question.
Aries will back out of a new experience for the sake of repeating an old one. Aries does dwell in the past.
2. GEMINI (May 21 - June 20)
This sign of the zodiac has such fond memories of a past where they believe all was so much better than it is today. Gemini tends to romanticize the past, making the memory even better than it actually was.
Often times, you will find Gemini laughing quietly to themselves, reliving some great "re-invented" memory of some fictional past that makes them happy.
3. PISCES (February 19 - March 20)
Pisces lives by gold standards, and all of those standards were created in their distant past. It's not that Virgo prefers the past, it's that the present is always just so awful for them that they literally have to find comfort in the past. Plus, the past cannot be challenged, as Virgos do not like to be held accountable for their actions.
So, Virgo will refer to some action or event of the past, just to avoid trying to accept that today is a new day and that they may have to deal with it.

This sign is one who so badly wishes for beauty and light, but cannot see the forest for the trees, which means that no matter how good the present situation is, Cancer cannot live in the moment, and will always mentally backtrack to the past where they, for some reason, feel safe and comfortable.

6. AQUARIUS (January 20 - February 18)
Aquarians don't like to live in the past, but do very, very little do live in the present.
