First off, don't overthink it. In most cases, this is a good sign of attraction as she might find you handsome, flirt with you, and wants you to know she appreciates you.
When a girl stares at you she's often impressed with the way you look and is sort of checking you out.
She's admiring you for being a good-looking man and is attracted to a certain thing about you, be it your eyes, your hair, your clothes, etc.
However, there can also be neutral reasons why she's staring at you — you might remind her of someone she has seen before, is randomly staring at you in deep thought, or she might just feel compelled to stare and doesn't know why.

1. She finds you attractive.
If you notice a girl is looking at you and she is either smiling and laughing or giving you a certain look while staring, then she most likely finds you attractive.

When a woman stares at you, especially when she's with a group of friends, it could be because they are gossiping about you.

Joke around a bit and make sure to include slight touches like brushing your hand against hers or touching her arm or lower back.
2. Impress her and give her a challenge.
